The Strategic Positioning Of China's Technical Standards And Choice

With the development of globalization of economy and liberalization of trade, the strategic position of technological standards has taken a new look. For improving the development of science and technology, facing Technical barriers of trade, protecting industry, raising international competitiveness of their own national industry, achieving sustainable development of economy, many countries in the world take an active in planning and moving strategy of technological standards forward. They look driving technological standards ahead and innovation as distinguished strategic competitive means, especially those developed countries which are in a dominant position have been in the lead. After entering WTO, our country put strategy of technological standards as an agenda, some related departments, industries and enterprises have started focusing on strategy of technological standards. However, we still haven't strategy of technological standards more comprehensively and systematically which are linked with the national strategy of development. So, the initial exploration of this article has its theoretic and practical meanings.Base on analyzing the meaning of technological standards, functional attributes and foreign strategy of technological standards, the article tries to put forward a kind of definition more comprehensively, put up the types analysis of strategy of technological standards, confirms a framework of strategy of technological standards of our country. The article discusses how strategy of technological standards comes into being and the background of its development, studies how strategy of technological standards in some related countries forms and its characteristic , especially analyses the basic condition and existent problems in particular.
