With the development of the modern corporations, the function of the financial department has changed a lot. Accordingly, the status of the personnel in the department has risen to a higher level. Thereby, that how to assess and inspirit the personnel of the financial department is the most important measure to implement the financial function and increase the corporation' s value. On the base of the conception of modern performance assess, financial department should adopt this type of configuration: financial function is core, accounting function is assist and auditing function is intendance. The personnel of the financial department should carry out the financial activities to ensure the realization of the corporation's target. Therefore, the performance assessing and the prompting must be consistent with corporation's stratagem. After compartmentalizing and defining the financial function, accounting function and auditing function, the key performance index system has built up accordingly. In order to make the performance assessing achieve the anticipative purpose, the measures of promoting are indispensable. There are two kinds of measures are quite effective to the personnel of the financial department: culture promoting and salary promoting. Only if the process of assessing is combined with the promoting, the function of the financial department would be achieved entirely.
