With the marketization of government functions and the transformation of employment patterns,the government departments have employed more contract personnel.It is vital to evaluate government contract personnel performance scientifically and effectively and the change of such assessment is always what the whole society highly concerns.Therefore,it is extremely urgent to intensify the evaluation of contract personnel performance and mobilize all-round improvement of civil service.Among all the civil servant groups,the one in Municipal Bureau of XX City which is also mentioned in this dissertation is to some extent the representative of the others.Nowadays in our country,there are plenty of problems exposed from the contract personnel' performance assessment work and the performance appraisal system and a reasonable performance appraisal index are still in progress.Despite that government sectors of quite many regions have started continuous innovation trials on the evaluation work of contract personnel performance,there is still a long way to go for the perfection and boost of such assessment work at all levels.This dissertation takes grass-roots contract personnel in Municipal Bureau of XX City as an example,concludes various problems existing in their performance assessment work after study and investigation,amply analyzes the causes for these problems,tries to build an index system for contract personnel performance assessment,and finally proposes relevant solutions to the existing problems,aiming to contribute the best devotion to the reform of management system of government contract personnel performance evaluation in our country.This dissertation is divided into seven chapters.Chapter One is Introduction which includes the current status and relevant studies of contract personnel performance assessment,the meaning of perfecting contract personnel appraisal system,and the main research content,ideas and approaches of this dissertation.Chapter Two,illustrating relevant theories and literature review,firstly sorts out and summarizes related articles,then elaborates on the two concepts of performance assessment and contract personnel performance assessment,and in the meantime introduces to some performance management theories and the Labor Law,as well as concretely compares AHP(analytic hierarchy process)with 360 degree performance evaluation method that are both referred in this writing.Chapter Three analyzes and explains the overall situation of Municipal Bureau of XX City and the current condition of its contract personnel performance appraisal system.The latter part of Chapter Three emphasizes on separately sorting out and dissecting the 108 questionnaires conducted.Chapter Four discusses on the problems presently existing in the contract personnel performance appraisal system in Municipal Bureau of XX City and explores reasons behind them.Chapter Five researches on the countermeasures.It raises advice on the completion of performance appraisal system for contract personnel in Municipal Bureau of XX City,including enhancing the construction of performance assessment contents,setting up contract personnel training systems,strengthening the utilization of performance assessment outcomes,and creating new performance assessment management methods.Chapter Six establishes an index system for contract personnel performance assessment in Municipal Bureau of XX City.It firstly probes into the speciality of civil service work in Municipal Bureau of XX City,then expounds on how to replenish the index system for contract personnel performance assessment in Municipal Bureau of XX City and lastly combining with the contract personnel work in Municipal Bureau of XX City,exploits with high priorities how to apply the evaluation index system to actual performance measuring work of contract personnel in Municipal Bureau of XX City.The last part of this article is about the conclusions,the weakness of the study and the expectation to further studies.Through field investigation and evaluation on the performance assessment situation of contract personnel in Municipal Bureau of XX City,the thesis analyzes problems and weaknesses presently existing in the performance appraisal system of Municipal Bureau of XX City,discovers reasons behind them,and puts forward some scientific countermeasures and suggestions in accordance with these problems and weaknesses.The viewpoints and research results in this writing not only own positive meanings for increasing work efficiency of contract personnel in Municipal Bureau of XX City and transforming government fundamental functions,but also have certain reference values for the innovation on performance assessment system of contract personnel in our country's other areas.
