Erc Development Study, Based On The Sino-us Comparison

Today, in the science and technology rapidly-advanced society, Research competitiveness has become the core of the national competitiveness. All the countries are doing their best to advance their research competitiveness.The ERC program is one of the most important measurement to promote the research competitiveness of the nation that initiated by the US government in 1985.In the US, ERC was established by the NSF which provides the significant funds for each ERC.The drive of the ERC comes from the government , the universities and the industries.All the ERCs have the research, education and industry cooperation as their mission, they take emphasis on problem solving, and in the process of the problem solving, the quality of the engineer education has been promoted, the culture of the engineer education has been changed , and the talents for the industries have been trained, at the same time, promote the development of the interdiscipline, and thus promote the research competitiveness of the US.Our country established the ERC programme in 1988 based on the experience of the US.The ERC does have promoted the cooperation of the industry, university and institute, it also promotes the exchange of technology.But the ERC has encountered some problems too in its running, such as the inexact orientation of the ERC, the unperfect mechanism, the neglect of the education, the absence of the support system, etc.The role of the ERC has not took effect completely, and the ERC is lack of vires to deep development.The paper gives a whole presentation of the American ERC, and has a particular introduction and analysis of the education programme and industry cooperation programme of the ERC.After the recommendation of the experience of the US, it analyzes the problems of Chinese ERC and the causes of it.Thus the paper brings out a new pattern of the ERC function based on the problem-orientated theory, and gives the emphasis of the pattern and its running law. The new pattern makes the problem solving as its core, takes research , education and industry cooperation as its three mission.The pattern requires some investment such as fund, policy and person , and thus produces new technology and knowledge and the talents that suit the demand of the industry.It makes the cooperated function of the government, university and the industry realized.
