Dalian International Logistics Park, Operations Research, And Development Issues

When the logistics industry is well developed, the logistics parks come into our eyes as a result of the development. In the past ten years, some developed countries' governments, such as Japan or Germany, managed to build logistics parks in order to reduce the damages to the environment of big cities and the logistic cost paid by logistics companies. According the effect they saw, the logistics parks certainly can be used to reach the point. Nowadays, the concentration and the big scale of logistics operation have become a trend. However, a logistics park is considered a fresh thing in China where the logistics industry has not developed as good as in developed countries. Although Chinese government begun to promote the development of logistics parks several years ago, the method in developing a logistics park is not mature. Why do we need logistics parks? What shall we do to make the plan perfect and make sure that the functions of a logistics park can do? These questions are waiting for answering by the researchers in both colleges and logistics companies.In April 2003, Dalian International Logistics Park (DILP) began its formal operation. Good position and port situation make DILP a superior logistics base. In these beginning days, we must think of some questions such as how to make use of the superior resources of DILP, how to learn something from the management of foreign logistics parks, and how to conquer the leaks we can see in other logistics parks in order to make DILP developed well. All these questions are worth well researching for academic and realistic purpose.Through field survey, the author of this paper got some ideas about the present plan of DILP, the operation actuality and the problems DILP is facing. Consulting some theories in logistics park, the author tries to find some methods to solve the problems that DILP is facing. The author also describes the situation and direction about DILP's operation and development. The discussing is divided into tree parts. The first part is about the presentation in theory and practice of general logistics park. The author mentions the definition, function and sort of logistics park and the course of generation and the operation principles of logistics park. Theactuality of logistics park operation in developed countries and in China is also described in this part. In the second part, the author mainly talks about the present situation of DILP's operation and the problems DILP is facing. In this part, you can get the information about the on-building projects, the current objective and the superior resources of DILP. At the end of this part, five main problems to be solved are put out. In the last part of the paper, the author put some suggestions in DILP's development. Several methods are considered good to solve the problems. A management structure based on marketization is suggested to practice. At last the author discusses the challenges in front of DILP, the available strategies and the prospective development track of DILP.
