| Economy and ecosystem are two important systems to maintain the existence and development of human beings. On the one hand, economic activities are bound to happen in a certain ecological environment. It will undoubtedly result in some changes in ecosystem. On the other hand, economic development is based on the quality of the ecological condition. At the same time the sustainable development strategy is reaching into people's mind. Therefore, it is significant to study the relationship between economic development and environmental protection, and then to seek for the ways to harmonize the economic development with the balance of nature. This paper has been written to study the ecosystem and economic development in Nujiang Lisu Autonomous Prefecture at present and the development tendency in the near future. It is based on some accurate surveys and systematic analyses. In addition, the writer applies some theories of developing economics, environmental economics and regional economics to analyze Nujiang's economy and ecosystem with fresh eyes. The paper aims to throw a new light on the development of economy, the balance of ecology and the environmental protection of Nujiang Prefecture.The paper is composed of five chapters.In the first chapter, in accordance with the backwardness of the economy,deterioration of ecosystem, together with two thoughts that exist in the economicdevelopment and environmental protection in Nujiang Prefecture, the authorclarifies the practical and theoretical significance of the protection of the ecosystem. Meanwhile, the author introduces the tentative ideas, practical methods and predicts the results.In the second chapter, to start with the geographical surroundings, the economic development and the ecological condition in Nujiang Prefecture, the author analyses the ecological problems arisen during the process of developing from the following aspects: agricultural development, forest resources exploitation and mineral resources exploitation. The author emphasizes the awareness of environmental protection while stresses the development of economy.In the third chapter, with the basic theories from developing economics, environmental economics and regional economics, the author systematically explains the reasons that cause to lose its balance in economic development and the protection of ecosystem from the following fields: population, ideology,technology, policy, and social system. And in light of that, the author points out resolutions on how to improve population quality; how to control population explosion; how to reconstruct industrial structure in line with local conditions; how to carry out comprehensive territory improvement and improve the ecological condition; how to enhance system construction, improve the guidance of policies and set up funds to improve the ecological condition; how to quicken the construction of cities and towns and adapt immigration because of environmental protection.In the forth chapter, with the spirits of the 16th National Congress of the CPC,sustainable development strategy and the basic ideas of the environmental economics, the author points out the principles for economic development and ecological protection in Nujiang Prefecture: principle that development should be the first thing that counts and human-oriented principle; principle that economic development should be compatible with the ecological condition; principle of giving consideration to both efficiency and fairness; principle of opening up to the outside world and breaking off the closed condition. In addition, the author also suggests specific countermeasures on well coordinating economic development and environmental protection in Nujiang Prefecture, including water and electricity development, converting the land to forestry, improving energy resources structure in rural areas, and developing ecotourism, etc.In the fifth chapter, on the basis of the previous four chapters, the author comes to the conclusion: it is history, nature and... |
