A Study Of The Ecological Migrants From The Grassland In The Environmental Justice’s Perspective

Environmental Justise is presented in the case that industrial civilization has been more serious damage to human beings living environment than ever before. The sustainable development of human society can be achieved in the needs of equal and the security of justice in various fields. Environmental Justice includes within-generation justice inter-generation justice and interpersonal justice, which is basic morality and behavior standards of all the people.Ecological Migration bolongs to a kind of complex social question because of its policy requirement is strict, its concern is wide and the influence is deep. There are environmental justice issues of the ecological migration in the relationship of contemporary human beings, between man and nature, and between the current and future generations. This paper taking the examples of Xilin Gol League grassland’s immigrations, discovers some issues by way of field visits, such as the weakened of nomads’traditional concept of grassland protection, the loss of nomadic way, the loss of diversity herds on the grassland, the transition from skilled namads to the skilled farmers, the new ecological environmental damage caused by ecological emigration, the inperfect or lack of ecological migration’s folow-up work, the ecological compensation policies and the unavailable of funds, and the tiny distans of ecological emigration and survival immigration.According to the environmental justice perspective, the paper reflects the ecological migration on environmental justice problems in three aspects, and also criticis and reflec two aspects behind establishment of the ecological immigration policy--the unfair between national and local interests, and the abduction between dual role of government power and market power on herdsmen. The author have found that in the process of ecological migration, there are different degrees of deficiency of environmental justice from the practice of operation of the specific content to the concept of value, such as, on the local lack of protection of the ecological environment, the original cultural tradition and life mode of production, the lack of protection of the ecological immigration of follow-up, on the lack knowledge of grassland ecological diversity, on the migration of individual human account deletion, the steppe nomads traditional culture, the lack of respect for immigration intention, and the absense of resettlement participation channels and so on.Finally, as a whole person, the natural environment and the harmonious development of economy must insist on Xilin Guole League grassland ecological diversity and stability, but cannot take the sheep and the prairie phase into separation. They should take the ecological immigration policy as auxiliary way, using grazing and ecological resettlement measures to improve the environmental protection consciousness of herdsman. Then transfer the right to use grassland, changing extensive management into intensive one. It is necessary to take scientific planning and placement, strengthen the service function of the government, the develop low pollution and labor intensive industry, encourage third service industries, and provide more ways of employment. Respect of public opinion, make herdsman participate to the ecological immigration policy formulation and implementation. Promote transformation from immigrants to the village, and enhance the belonging of migration. It is right to adhere to environmental justice, and insist on the sustainable development of grassland.
