As a result of the pressure brought in global competition and advent of era of knowledge-driven economy, human resources become the first important one for enterprises among all the resources as well as the most effective tool to obtain competitive advantage. As the core element of human resources management and development, employee's performance appraisal provides lots of vital information on HR decision-makings such as punishment and praise, promotion, training, dismissal and so on, and become a key and tough issue in modern human resources management. This essay makes an analysis of effective principals of performance appraisal combining relevant management theory with the drawbacks and mistakes in course of current performance appraisal practice, which provides theory foundations on well-devised and running of performance appraisal system. According to the ineffective appraisal practice and insufficient theory studies on this issue, this essay emphasizes on adopting contingency theory as an instruction to do a research OB specific effectiveness compatible to the surrounding and applicable in practices of performance appraisal. Combined with the specific management situation, contingency methods are adopted into research on constructing of well-designed performance appraisal system and its running. On the basis of comparing and classifying of performance appraisal indicators, methods and bodies, a desirable model has been established to guide a reasonable choice of key elements of appraisal system above mentioned by analyzing condition variables influencing choice of these management variables, and contingent relation among these variables. Further, it takes those uncontrolled factors influencing appraisal result into account, offers a method in adjustment and optimization of appraisal result, together with some relevant measures to apply appraisal result variously, to guarantee accurate and reasonable result of performance appraisal, to ensure its applicability and effect in human resource management...
