| "Sustainable development" is a problem faced together in the whole world. If the national sustainable development is implemented to each region then it will become the regional sustainable development. And the city is the aggregate of economic and social activities of the region, so it plays a decisive role for the region, national and global sustainable development to realize the city sustainable development.Jinan and Qingdao are the two poles of a "double-core" structure mode of urban space of Shandong. They are also the two cities with the highest modernized level and the most comprehensive strength at present in Shandong. Qingdao is a seaport city, facing Japan and Korea S. across the sea. It is not only the main distributing center of the imported and exported goods and materials in the south area of North China and the north and the northwest area of East China but also the tie between the countries of the Pacific Ocean and Eurasia. As the provincial capital of Shandong, Jinan locates in the center of Shandong Province with the assembling from all directions of the expressways lead to 17 districts and cities in the whole province, Beijing-Guangzhou Railway, Beijing-Shanghai Railway and Jinan-Qingdao railway. To some extent Jinan and Qingdao have different city functions due to their different hinterland and regional conditions. Through comparing and analyzing the sustainable development capability of two cities we can find their advantages and deficiencies. By setting up an information pass-way between the two cities we can hold their state of comprehensive strength, strengthen the mutual study and competition, define each city's own development advantages and foster the "international city" among the group of cities of Shandong Peninsula. Thus, we can improve the strength of key cities of Shandong Peninsula and make up the disparity of development between Shandong Peninsula and Changjiang and Zhujiang Delta in order to make the "double-core" cities, Jinan and Qingdao, play an important role in coordinating the economy and ecological environment problems among the group of cities in Shandong Peninsula. This not only has very strong practice meanings to the further development of the two cities but also has significant meanings to the regional sustainable development in 21st century of Shandong Province, the implementation of the development strategy for city group of Shandong Peninsula and the structure adjustment in foreign trade and economy and industry of Shandong Province. Especially in the development mode of the T-Model of China it can offer the norm for the comparison and assessment of the sustainable development capability of the regional "double-core" cities, achieving the complete fulfillment and important meaning of regional radiation and induced effect of the key cities. This paper is divided into five parts:The first part: the current situation of the study on the sustainable development capability of domestic and international city. After summarizing the study on the city sustainable development capability by the domestic and international scholars, it illustrates the understanding of the city sustainable development capability from space and time.The second part: the theoretical foundation of the city sustainable development. According to the sustainable development theory and combining each city's owncharacteristic, it thinks that the theoretical foundation of the city sustainable development includes the systematic theory of the relationship between human being and nature, urban ecology theory and urban space function theory.The third part: the assessment of the current situation of the sustainable development level of the natural environment and the economic and social subsystem of Jinan and Qingdao.
