Study On The Transfer Of Rural Surplus Labor

Rural surplus labors' transfer to non-agricultural property and city is an inevitable trend of industrialization and modernization. Otherwise the overexploitation of agricultural resource and great waste of human resource will occur, so that the issue of farmer's income-up can't be solved fundamentally. Therefore, aiming at the problem in rural labors transfer, it is necessary to study the present situation of rural labors transfer and the relationship between labor transfer and agronomy development, non-agricultural and urbanization. On this basis, this paper positively study on the transfer models of different developing type areas in Zhenjiang, reach an estimation and relevant suggestion in hope of offering reference for the policy arrangement of the rationality transformation.Chapter 1 presents the study contents and means step by step on the basis of economic methodology. We exhausted the necessity of studying rural transfer of surplus labor and summarize the domestic and international research dynamic.In chapter 2, aiming at our nation state of land deficiency, we exhausted the concept and yield premise of rural surplus labors, also we explored the cause of farmer unemployment in economy transition. Meanwhile a research on the relationship of rural labors transfer and agronomy development and the promotive effect was taken. It parsed the relation among rural labors transfer, non-agricultural and urbanization on the basis of exhausting the meaning and character of rural surplus labor fluxion, intention of non-agricultural and urbanization. It enumerated serious result incurred by the lags in non-agricultural and urbanization. Finally, it parsing the reason why non- agricultural and urbanization is obstructed in detail, mainly restriction factors can be deduced in notion, policy, urban and rural employment dimension, farmer's quality and imperfect labour market and so on.Chapter 3 analysed the current situation of the rural labor of our country, and predicted the prospect of rural labor transfer, put forward the suggestion in transfer mode selection. Since reform and opening-up, the rural surplus labor of our country concentratedly floated into the eastern coastal township enterprise, and had trends to be more active and frequent. On this basis, we deeply expound five relevant problem of non-agricultural and urbanization in new century.Chapter 4 carried on research to the transfer situation of agricultural workforce in Jiangsu Province, and also have calculated every data of rural labor's current situation, summarized the new characteristic of labor transfer, and has probed into the willing of the rural labor transfer of our province in the situation after rise in recent years ,and finally it put forward the relevant adjustment measure of promoting transfer.Chapter 5 investigated and analysised the state of land and workforce's utilization and labor transfer in different developing regions of Zhenjiang with the research approach of the real example, it also draw the character of present transfer: transference right on the spot is the main situation, the main form of transfer is to help the taking type, and the improved quality promotes shifting, and accelerate the pace of peasants turn into citizen. According to inquriy and analysis, we put forward the existing problem and countermeasure of present rural labors transfer in Zhenjiang.Chapter 6 drew conclusion and presented relevant policy suggestion of according to the preamble.
