Dalian City To Take The Status Quo Of The New Road To Industrialization And Countermeasures

Industrialization is an unavoidable historical process that any modern country must go through. Developed countries bring along upgrading of tertiary industry through high-degree industrialization so to complete the process of modernization. Since the reform and opening up, some provinces and cities in China grasped unprecedented historical opportunities for development and took the lead in establishing modern industry system to rise in the fierce competition. After the 16th Conference of CPC , the state welcomed a new trend of competing for historical period of great opportunities and rapid development. With fast rush of transnational capital into China and global transfer of manufacturing industry, speeding up of industrialization process has become the focus of competition among big cities in China. Not a few big cities raised the target of establishing China's emerging manufacturing center and base of equipment industry. "Made in China" draws great attention from all over the world. As an old industrial base, Dalian's industry has been playing an important role in its national economy. Whether we could realize leapfrog development of industrial economy and establish modern industrial system in new strategic period with great opportunities are key to a success in taking the lead in realizing modernizations.Dalian's embarking on the road of a new type industrialization finds its theoretic basis in "Leapfrog Development", "Substitution" and "Benefits from Reactive Development", real world precedents of Germany, U.S.A, Japan and other countries. Provinces and cities in China such as Guangdong, Zhejiang, Shanghai and Shenzhen completed the industrialization process within a shorter period than earlier movers. Dalian should focus on, firstly, expanding industrial scale and strengthening efforts in technology and system innovation and secondly, on leapfrog development of electronic products, information and manufacturing industries on the road of new type industrialization. This paper demonstrates some theoretic issues related with industrialization, recalls industrialization of developed countries and China's industrialization process, reveals historical inevitability that China embarks on the road of new type industrialization, expounds, in all aspects, issues closely relatedwith a new type industrialization such as urbanization and informatization. The writer hopes that it could be of some help in decision making for the government and promote the move towards a new type industrialization road.
