Study Of Urban Regional Coordinating Bodies

As urbanization goes to a high level, connection between cities and correlation between cities and regions become much closer. Cities of various scale and groups of hinterland cities form features of territorial developing, and city regions of different scales and levels have come into being, due to which coordinating development of city region and economic integration become the internal requirement and objective rule of city development economy. However, non-integration of Chinese city regional development is a serious problem, which is explicitly demonstrated in the following aspects: market mechanism of city region integration, industry distributing pattern, supply and management of massive infrastructures, and sustainable development of city region. Problems of city region become increasing serious, so that economic development of city region and healthy development of national economy have been affected negatively.A remarkable phenomenon is that more and more focus is concentrated on study of regional coordinating organization, which will be developed and deepened as time goes on. Today in developed countries, domestic regional integration is also a prevalent phenomenon. And regional features of internal resource flow in developed countries are much obvious, while several Citistates of US are trans-district.This article tries to understand issues facing Chinese city regional coordinating development in terms of mechanism economy. Key issue constraining Chinese city regional development is systematic problem, that is, mechanism problem. Based on this, issues facing city regional development and reasons causing these issues are analyzed: under the background of multi-interest bodies, insufficient incentive and restricting mechanism to local government cause governmental defect, market defect and defect of coordinating organization, which finally affects harmonious development of city region.On counter-measure suggestions, organization model of Chinese city regionalharmonious development is brought forward, and development stages of promoting city regional coordinating organization are put forward, that is incompact coordinating organization model, cooperating model between central and local governments, matrix management model and Citistates model.Approaches are suggested to promote construction of city regional coordinating organization.
