In the first place, careful analysis and systematical studies are made on the particular issues: the history of Beijing Post's subordinate business management, the relationship between the Post's major business and its subordinate business, and the problems existing in the Post's subordinate business. In the second place, systematical studies are made on the following issues: the postal background for the survival and development of Beijing Post's subordinate business, changes in the global post business, the direction of China Post's development, and the practical conditions of Beijing Post. Three levels of circumstances that influence the reform of the subordinate business are discussed: the features of changes in the post business worldwide, the practical requirements of the reform in China Post as well as in Beijing Post. In the third place, based on the development of the society and the post business' reform in reality, the necessity of reforming Beijing Post's subordinate business management is analyzed. By studying the practical issues in the Post's subordinate business, the essay presents the guidelines for the reform and a governing scheme for the separation of the major business and the subordinate business, and for the transformation of the system of ownership of the subordinate business. The governing scheme mainly targets the following issues: how to implement the reform of property right, establish a structure of corporative management, and establish a mechanism for encouragement and restriction of human capital; how to restructure the enterprise to keep and increase the value of state-owned capital; how to carry out the capital operation, do the marketing, and pioneer a new way for the development of the Post's subordinate business; how to reform the system of ownership and solve the problem of the status of state-owned enterprises' workers during the transformation of the system. Finally, by citing two units, the essay gives case analysis on the system of multi-ownership of shares: state-owned corporation shares and non-state-owned corporation shares. By deeply studying the reform of Beijing Post's subordinate business management, the essay puts forward the views of enhancing Beijing Post's subordinate business' holistic capability in assisting the major business and its competence in market while keeping the working group stabilized, which will be achieved through transforming system of ownership based on the properties of the post business.
