The topic of this paper is The Design and Implementation of Virtual Textile and Apparel Enterprise. The research intends to discuss crucial points including requests, feasibility and successful factors for building a Virtual Textile and Apparel Enterprise, from four views of the Features of Textile and Apparel Industry, the Analysis of consisting elements, the Implementing of information system and the Application of theory on Textile and Apparel Virtual Enterprise. Besides, the centre of the paper mainly discuss the building of three textile and Apparel Virtual Enterprises involving foreign trade virtual enterprise, brand virtual enterprise, e-commerce virtual enterprise in order to enhancing the practical value of the research.Virtual Enterprise expresses many types of features of outsourcing enterprise, alliance, and joint venture, moreover, more flexible, the primary reason to shaping virtual enterprise is either shortening time of market, or delivery on time. In textile and apparel industry, there have been some successful cases such as JcPenney and Metersbonwe, these companies employed the virtual enterprise mode, so that they could settle many difficulties of other enterprise modes, for instances, capital bottle neck, however, there were also many failure companies, in that absence of understanding and controlling to virtual operation, hence this paper firstly want to answer which kind of textile and apparel company need virtual operation; next, the model of textile and apparel virtual enterprise is discussed, the previous researches always focus to conclude a abstract model for all industry, not for a certain industry, in this paper, it is pointed that textile and apparel enterprise is naturally adaptive to employ virtual operation, for example, most of textile and apparel products accord with standard production without patent limitation, what is benefit, it can avoid distrust problem from theprotection of technology between partners; then, it is discussed on virtual information technology, actually, information technology have become a key tool for the implementation and operation of present and future textile and apparel virtual enterprise, however, there are some issues emerging, for example, can the leader and partner of virtual enterprise afford the system total cost? can the crucial businesses run by system and be accepted by other partners; finally, the paper respectively offers cases for three types of textile and apparel virtual enterprise discussed above, and all of these cases come from author's experience.During writing the paper, author try the best to make deep research on relevant problem, while some issues have to be missed with the limitation of knowledge and time, furthermore, some problem such as law and patent ones is not needed to study for the difference between textile and apparel industry and other ones; however some very important content is still not researched because of the absence of conditions, for instances, setting up industry standard, and publishing exclusive communication protocol of virtual system for searching partner.In a word, the result of research in the paper is that a proactive textile and apparel virtual enterprise is able to be set up by analyzing the first request and core competence of T&C Company, shaping the model of according with features of T&C industry, as well as selection of adaptive information system and active implementation method.
