Comparing to the traditional enterprises, the typical feature of high-tech enterprises is to put lots of importance on the value of R&D personnel who are the driving force of creating ability of high-tech enterprises. In that case, how to put in practice the performance management of R&D personnel is the key matter of high-tech enterprises.Based on the characteristics of R&D personnel and the performance management theories, this paper has discussed the key factors affecting R&D personnel's performance, put forward the idea that the competency determinate the performance of R&D personnel, and is to lay the foundation for the optimization of performance management system. Then through analyzing the performance management by game theories, this paper concludes two points: emphasizing the training & developing of R&D personnel and establishing well enterprise culture. At last, this paper purposes the optimization policies for the performance management of R&D personnel. Scientific performance management system includes: performance planning, implementing, performance evaluation, feed backing, and result-analyzing. And the management communication should be emphasized. This paper also provides advice for how to establish good enterprise culture and how to conclude the personnel's mental contract in order to advance the performance evaluation management of R&D personnel and increase the performance of R&D personnel as well as the high-tech enterprises.
