Shortage Of Entrepreneurs And The State-owned Enterprise System Innovation

Entrepreneur is the manager who makes decisions to deal with scarceresources under uncertain surroundings. In market economy, Entrepreneurnot only is able to find the opportunities to expand the enterprise andbecome the soul of enterprise, but also can speed up the whole economy,and is the source of the economy development by his innovation. But theresource of entrepreneur in china is very poor, and entrepreneur scarcityis the fact we have to face. Firstly, the number of entrepreneurs in chinais small, and their abilities are low; secondly, entrepreneur's job lifeis very short; thirdly, many entrepreneurs leave the state-owned firms tolook for better job. so entrepreneur is the most scarce resources.The factors which have effect on the supply of entrepreneur includelatent entrepreneur resources, the cost of training entrepreneur, theperiod of growing to maturity and the social relationships. But by viewof new institution economics, the essential factor is institutions. So theroot of entrepreneur scarcity in state-owned enterprise is unreasonableinstitutions, which include enterprise institutions and socialinstitutions. To find out the institution root of entrepreneur scarcityand reconstruct the new institution, is the main purpose of this thesis.Being limited by the space of this thesis, I will put emphasis on enterpriseinstitutions.In detailed, the enterprise institutions which lead to entrepreneurscarcity include four sides. firstly, the enterprise property is tooobscure to courage the entrepreneur to make full use of his manage ability.secondly, the decision of entrepreneur-selecting is made by government,which impedes many managers to entrepreneurs. thirdly, the reward ofentrepreneur is so low and the ways to courage entrepreneur is so unitary...
