Civil servant is the real executors of main body which the government organizes and government's power , they represent the government's will, offer the public products through occupying the public position , serve for public interests, so, the civil servant's working condition direct relation government's service level, and the public satisfaction to the government.With the setting-up of the civil service system, our country's management to civil servant goes on the scientific process , democratization , modernization and road legalized too. The important meaning of setting up civil service system lies in : Through institutionalized management, construct with effective encouragement to civil servant, to shift his working enthusiasm and set enthusiasm, thus impel the civil servant to work hard, freedom is developed in an all-round way, high quality , realizing organizing the goal high-efficiently, keep organizing vigor, safeguard government's image.Among civil servant management practice for twelve years , present a lot of preserve the phenomenon that the goal deviate from in the civil service system, this makes enthusiasm without having direct relations high with public affair staff. Manage encouragement function in can bring into full play , main reason its lie in as manage key system of means lack due encouragement effect. How to carry on the rational system to structure under the guidance of the theory and value principle, exciting people's enthusiasm to the maximum extent, it is the modernized government that seeks to develop continuously the important issue that must face .Around this central issue of " civil service system how to structure to encourage the meaning richly ", this text is divided into four following parts:Part Ⅰ It is the civil service system that encourages the survey . Have defined three pieces of basic conception in this part: Encourage, the civilservant encourages and the system is encouraged, thus propose clearly the argumentation focal point of the article is at the encouragement function of the system.Part Ⅱ Describe the rich theoretical foundation that encourages the civil service system of the meaning to structure: People's freedom develops the thought , purpose people and unified thoughts of people of means in an all-round way.Part Ⅲ Describe the value principle that the rich system of encouraging the meaning should be followed : Material benefits principle , competition principle , fair and efficiency principle , ability standard principle. Part Ⅳ Choosing has a system of five parts of branches which encourages the meaning most in the civil service system, come to analyse in depth in construction of these systems, how to carry out the theoretical foundation and value principle, give full play to the encouragement function of the system.
