Social Transformation: On The Party Of Democratic Governance

The communique of the fourth plenary meeting of the 16th CPC congress points out strengthening the party' s administration ability relies on adhering to scientific administration, democratic administration, administration according to the law, and on gradually perfecting the style of leadership of our party and the ways of government.The transitional nature of our society which switches from an agricultural one to an industrial one and a planned economy to a market—oriented economy calls for democratic administration. Under the new circumstances, the party should transform its mode of administration and re—construct its legitimate basis to restore its authority. In view of the various problems that impede democratic administration, the author of this dissertation discusses democratic government and makes an analysis of its implication to constructing a harmonious society.
