As the market economy in socialist system formed and continuously developing in our country, and affected by the market, local governments started to compete with each other by providing better civil services to the public. By effectively stimulating those civil servants' sense of responsibility, enthusiasm, integrity and diligence to work, it will play a primary role to make government to run more systematically and efficiently. In the past few years, the government had taken some actions to try to motivate those civil servants, and correspondently achieved some progress at certain level. However, it did not get the expected result due to several reasons, such as the incomplete and deficient ways to motivate people, too much of mental motivation, lack of negative encourage, imperfect method of evaluation, and obvious weakness in the system of raising and promotion, etc.. Based on the study of the theory of motivation of government officials in other published classic works, by collecting the data of survey, the assay analyzed the current situation of those normal government officials and the system of motivation in the City of Kunming. Assay proposed an approach to build up a long-lasting effective system to motivate those officials by setting up a governmental corruption resistant fund. By discussing how to collaborate those officers' both current and long-term interest, and to balance the personal interest with nation's and general public's, it showed how this fund-approach would effectively strengthen the motivation of public officials. From a new perspective, it discussed how to thoroughly utilize this fund to motivate public officials; and asserted the primary idea of this approach and its practicability.Assay constitutes 5 major parts. The first part stated the background and the meaning of this study, and proposed the primary thought and schemes. In the second part, by analyzing other published works, it set up its own platform to express the theory and completed the foundational work for further study of motivating public officials. In the third part, based on real survey among the public officials, it analyzed the function of the governmental corruption resistant fund, and the current situation of government officials of City of Kunming. The fourth part discussed the deep meaning underneath this practice as it could really motivate those officials, and also made some strategic suggestions. The last but not the least, it drew the conclusion of the study, and rose up more questions opening for further discussion.
