Administrative Ethics Legalization

The issue of administrative ethics has been attracting more and more attention during recent years. How to strengthen the construction of administrative ethics? Legality is an effective way. With the combination of compelling and enlightening by education, the legality of administrative ethics remedies the shortcomings in its constructing process only via the education in ethics and finally realize the transformation of main part of administration from others restrain to self-restrain. This thesis discusses the way for the realization of legality of administrative ethics by using abundant demonstration of its necessity and possibility. At the same time, an analysis has been made about the principle, level and content of legislation of administrative ethics. China is now in the transforming period from planned economic system to market economic system, the phenomena of violating the administrative ethics are serious, thus making the construction of administrative ethics more urgent. Our country has made some progress in this area so far, but it's far from enough. To further strengthen the construction of legality of administrative ethics under the combined strategy of "ruling the country by law" and "ruling the country by virtue" has become a must.
