Citizen participation in community affairs is the main management in public administration participation. This process is the process of interaction with the citizens. In the pattern of strong national and weak social, civic participation or in a weak position, or is going. To truly realize the citizens of the management of public affairs and achieve the commitment of" all powers belong to the people" . Fundamentally speaking to the public and social forces to create an effective citizen participation in the system platform, the establishment of effective communication channels and enhance the strength of the right of citizen' s words. There are assurances of social forces and guarantee of legal system, the citizen can be on the basis of clearly understanding one' s own rights and interests increase and keep managing enthusiasm and enthusiasm of the public affairs to the government, form citizen communicating benignly with the governments.These texts proceeds with relation between citizen and government, and then propose the question of citizen' s participation in public administration. After defining citizenship and the meaning of citizen' s participating, expound the fact of our country citizen participate in current situation from citizen meaning, citizen theoretical foundation, citizen participation motive, citizen characteristic of participation, etc. And after point out the questions that the civil society is small and weakly, the participation system flaw, National People' s Congress affect the display incompletely, citizen sense of participation is not strong and NGO administration tendency in the citizen' s participation in public administration, from the government and the citizen two angles proposed realizes our country citizen several ways which participation in the public administration.
