In the long run, it advances a new public security theory neither from broad sense nor from narrow sense.Acting as the main supplier of China's public security products, the people's police play more important roles historically. But in this period the police have so many a question and shortcoming in the personnel construction, so it couldn't adapt the idiographic requirements according to the new public security. All of these incorporate as the following: the conception gets behind; the management system of the police couldn't adapt to the inner organizing construction; especially the actuality of the whole police staff hasn't high-calibre quality; the limits of the police's functions and powers become unclear; the behaviors of the policemen are dated, and so on. All of these problems had seriously effected the construction of the revolutionization, normalization, modernization and militarization of the whole police staff; furthermore, the fulfillment of guidelines and policies from the Party and the Government; including the steps of the socialism modernized construction.
