Incentive question is one of the important questions about the theory of "people first" in the management thought. It has already formed a set of mature theatrical systems, such as Maslow need level discusses, Herzberg's double-factors theory, etc. The civil servant's incentive mechanism is the important content of the civil servant's management system, and it plays a positive role in the following aspects: digging the civil servants' potential, arousing the civil servants' enthusiasm and the initiative, enhancing the administrative efficiency. However, according to the flexible theory and the scene theory of management, incentive motivation and the corresponding mechanism have much difference in different organizations and different historical periods. At present, although the incentive mechanism of the civil servant in our country has already run for many years, the disadvantages of the traditional cadre personnel system still generally exist in the official troop, such as low administrative efficiency, the serious bureaucrat attitude, lack of legal concept, making no attempt to make progress, corruption in vogue and so on. In the author's opinion, the main reason that leads to those facts for a long time is the imperfect incentive mechanism of civil servant of our country. Therefore, with the changes of the politics, economy and cultural environment, which are the basement of our civil servant system, we should carry on the innovation to civil servant's management system and the incentive mechanism. We also should improve the quality, ability, sense of the responsibility, cohesiveness and the creativity of the civil servant of our country conscientiously. Thereby, improving the administrative efficiency of administration of our country has already become the key of development of Chinese public administration, and it is also the important content of the Chinese administrative reform at the same time. According to the relevant theories of the incentive mechanism, in this article the author will discuss why the question exists considering the current situation, the disadvantage and drawback of the current civil servant's incentive mechanism of our country. Then the author will explore how to perfect the principle and countermeasure of the incentive mechanism of civil servant of our country by learning from the successful experience of mature incentive mechanism of civil servant abroad for reference and combining the China's actual conditions.
