With breakthrough and innovation of human resource management perceptual of public departments, selecting cadres openly combines the successful experience of selecting cadres during last several decades and the modern advanced human resource technology. With the guide of laws and regulations such as "Notice for enhancing the work of selecting cadres openly", " Appointment regulations for selecting cadres in CCP" and "Reform program for deepen personnel system", selecting cadres by opening to public, fair competition, and open selecting means is the courageous practice and beneficial explore for establishing vigorous cadres-selecting system appropriate for socialist market economy. It does not only broaden the scope of selecting personnel for public departments, promote excellent talents to appear, control the bad practice effectively, but also builds the democratic, open and fair human resource atmosphere.But selecting cadres openly of public departments has still been at the stage of exploring; selecting middle and high level talents has extremely important significance to the whole nation. As a result, it has been the aim for public administration to judge who can be competent for high level position in government and create good performances in later work objectively, fairly and perceptively by modern advanced perceptual of human resource and technology. And the adoption of competency mode can solve this problem perfectly. How to apply the new mode to the field of selecting public administration talents is the subject studied in this paper.
