Presently nationalities relationships disposal is a global and Chinese hot issue. To review Party's nationality work, to review development and perfection of Party's nationality policy, it has actual significant importance to, in a better way, disposal and solve new condition and problem in new situation in nationality areas, to launch reasonable and applicable nationality work.This article probes into the historical background of Central Northwest Working Committee (CNWC in short) establishment as well as its organization, subordinate relationship, production and activity, historic significance and influence in respective chapters.In Chapter One, it introduces and analyzes the reason to research CNWC, its related research developments. It also introduces the thread and frame work of this article.In Chapter Two, it introduces and analyzes the historical background of Central Northwest Working Committee (CNWC). CNWC is established by Central Committee of the CCP, at the critical situation of Sino-Japanese War, to establish, as soon as possible, northwest areas anti-Japan nationality united front, to consolidate northwest revolutionary supreme headquarters, to strengthen the work of northwest nationality area, focusing on presiding over underground party's work of northwestareas of Shaanxi, Gansu, Qinghai, Suiyuan outside Shanxi, Gansu and Ningxia border areas, especially that of minority nationalities.. It illustrates the relationships between CNWC and its subordinate Party organization.In Chapter Three it probes into the investigation and research of history and current conditions of minority nationalities especially Hui Nationality and Mongolia Nationality after the founding of CNWC, and the formation of the two head documents, Headline on Hui Nationality Problems and Headline on Mongolia Nationality Problems in Sino-Japan War. It briefly introduces the content of the two documents and analyzes its historical significance and importance, namely, it becomes the first research on minority nationality in Party's history, not only further enriched and perfected Party's national policy, it also reduced blindness and promoted self-consciousness, made nationality polity base on reliable foundation, offered powerful foundation for successful disposal of nationality policy. It showed that Party had formed basic nationality policy. It also founded fundamental CCP nationality policy.In Chapter Four, it introduces that CNWC instructed local and border area government to launch series activities to develop nationality relationships in the aspect of nationality relationships, anti-Japan nationality united front, and education, namely, to advocate nationality equality, to respect minority nationality belief, to perform nationalityautonomy in minority nationality habitation areas, to cultivate large-scale minority nationality cadres, to support and help them to found their own anti-Japan arms, to promote elementary education in minority nationality areas as well. It takes historical examples in supplementary literature, chorography, historical document.In Chapter Five, it summarizes political, economic, educational historic significance and importance of Northwest nationality work under CNWC. It also assumes the research of issues unmentioned in this article.
