The cross-straits political negotiation occupies a very important position in the cross-strait relation. It is the key point of pushing forward the development of cross-strait relation. During the Cross-straits 40 years' resisting period, both parties carried on many secret contact and negotiations, according to the different political considering, which not only reserved for contact passage of the cross-straits, also laid foundation to recover and develop the cross-strait relation afterwards.The second part mainly discussed the cross-straits' policy about their political negotiation problem. From the 50-90's in last century, both parties gradually produced the policy and assertion about political negotiate problem. Some policies promoted the cross-strait relation development, and others had baffling function for the cross-strait relation development.The third part mainly discussed the reason that the cross-straits political negotiation can't start, which is that the cross-straits disagreed the other side's theories about political negotiation. Besides it, there are three factors to influence the opening of the cross-strait political negotiation.The third part mainly discussed the following contents: totally speaking, International and domestic environment has always developed toward to the direction of the cross-straits peaceful reunification since the 1990s, the trend of which will still strengthen continuously from now on. This is the decisive factor that decides the cross-straits political negotiation re- opens. Oppositely, Taiwan's political negotiation policy is an important restriction factor, but not inconclusive factor. Therefore, opening cross-straits politics negotiation not far can't reach.The conclusion generalizes the full thesis' idea and predicts the future development about the cross-strait political negotiation.
