Research On Management By Objectives(MBO) Of The Local Governments

According to the report delivered on the seventeenth CPC's congress, we should accelerate the reforming of the administration system and make the government a serving one for all. To enhance the supervision and assessment of the government's performances is essential to the reforming of the administration system and the changing of the government's function. As the main part of the supervision and assessment of the government's performances, the supervision of the local governments'management by objectives (MBO) has been paid close attention by the governments of different levels. Since the local governments don't have the same criteria in the assessment system, in the concrete methods of assessing MBO and in the application of the conclusions, it is a big question for the governments of all levels that how to make the local government departments'MBO meet the development of the economic society and the changing of the government's function. So the research of this paper can play a big role in this field and the real society.This paper's object of research is the supervision of the local government departments'MBO. And I take Hangzhou local and district governments'MBO as example, showing three-dimensionally the current situation of that. At the same time, I compared other cities'methods and experience of MBO with Hangzhou, and demonstrated the problems and causes which existed in the object setting and assessing, and the application of the results. On the basis of the demonstration, I offered some advice and suggestions on improving the local government's MBO. The paper can be divided into five parts, as follows.The first chapter A summery about the current situation of research on the governments'MBO home and abroad. Give a clear explanation about the significance of local government's MBO. The content and method of this paper's research are also be made clear in this chapter.The second chapter Taking Hangzhou as an example, I introduced the procedure, the current situation, the main experience of the local governments'MBO in China.The third chapter Explain the current problems and causes in the local governments'MBO, which are closely connected with the goal setting assessment system of examination, and results of that. And main problems reside in these areas: unscientific goal setting caused by one-sided guidance about political achievement, the biased assessment caused by complicated departments' functions, the imbalanced application of the assessment results, and the chronicity of the system buliding caused by the changable economic situation.The forth chapter Offer some advice and suggestions on the improvement of the local governments'MBO, which is based on the demonstration of the problems and the causes. Change the generally used MBO to a kind of scientific and reasonable management of results. Set up an effective and comprehensive assessment system which is based on the scientific guidance, perfect system, regular performance and variety of methods.The fifth chapter Conclusion. Review the whole paper, point out the deficiency and how to improve it.
