Research On The Comprehensive Administrative Law Enforcement System Of Urban Management In Hongta District, Yuxi City

In recent years, Hongta District,Yuxi, is experiencing rapid development. The rate of urbanization reaches as high as 66%. The city is expanding, with a built-up area of 46 square kilometers. Such development, as well as the increasingly dense population, put forward great challenges to management of the city. The failures and disorders occurred in management work may gradually lead to the declination of the urban public services and thus frequent conflicts. Hongta District Urban Administrative Law Enforcement Team plays an important role in the management of the city. This team is irreplaceable especially in maintaining the daily operation of the city. Yet, to correspond to the call for reforming initiated by the central government, it requires innovation of administrative concepts and mechanisms related to law enforcement during urban management; it also demands staffs to consider and analyze problems from fresh and different perspectives, so to find out more practical solutions to problems and disputes.In this paper, I reviewed the development course of Hongta district urban management comprehensive administrative law enforcement agencies. Based on the review, I analyzed the present situation of the urban management enforcement from several aspects:the law enforcement main body, the power configuration, legal system, and running mechanism. Particularly, existing problems and underlying reasons were elaborated and discussed, which leads me to four suggestions regarding how to improve the urban management:First, determining the main body of law enforcement. Second, allocating the administrative power reasonably. Third, perfecting the operation system. Fourth, improving the law enforcement methods. Lending on perspectives from the theory of new public management, street bureaucracy theory and the separation of powers theory, I conducted doctrinal analyses of the management of Hongta district city comprehensive administrative law enforcement system, making suggestions on the improving of hongta district urban management system, and shedding light on the reform of hongta district urban management comprehensive administrative law enforcement system.
