With the "civil servants craze" intensifying, in recent years, studies of the civil service system has been greatly valued. Nevertheless, about the study of civil servants, what the most frequently mentioned is how to strictly control the entrance, as well as the training, assessment, liquidity and other management processes of civil servants. Few studies have been focused on the civil servants’ withdrawal mechanism.And most of them were researched as a whole. The voluntary withdrawal was often glossed over. Since in1993the Chinese government imposed "Provisional Regulations on State Civil Servants", and in2006the "PRC Civil Servant Law" has been implemented, the civil servant system has been fully established. But the "exit" is still a weak one in the three links-enter, management, exit. The civil servants’ withdrawal mechanism is inadequate. In general, civil servants’ withdrawal mechanism can be classified as resignation, dismissal, retirement, and discharge. Resignation is known as the voluntary withdrawal. At present, the government mainly relies on passive withdrawal, and the voluntary withdrawal did not play its due role. It is mainly reflected by that the civil servants’ will to quit is not strong and voluntary withdrawal may cause a range of problems.This article will take the voluntary withdrawal as a specialized field to study. Firstly, research background, significance of the topic, domestic and foreign research review, as well as research ideas and methods are described, followed by the explanation of related concepts, the significance of the voluntary withdrawal and the relevant theoretical basis. The third part does a specific interpretation to our current predicament faced by civil servants’ voluntary withdrawal.The predicament includes three aspects--that civil servants’ voluntary withdrawal is difficult, to encourage voluntary withdrawal may arise problems, and the process remain uncertain. The fourth chapter has analyzed detailed reasons that have four aspects from subjective, policies, mechanisms and social environment. Based on the reality foundation of the existing proposed solution to the plight, the fifth part gives specific suggestions.
