In contemporary times, the public crisis management has become an important function of government. It is an important indicator for measuring the level of government management that whether it can handle all types of sudden crises timely and effectively and directly related to the government's authority position and good image in public, directly affecting national security, social stability and economic development. With the development of economic and social, China has entered a stage of comprehensive transformation, and various conflicts occur frequently, has caused tremendous economic loss .To strengthen public crisis management is very important to china's stability and development. China's current crisis management in public has been made much progress, the ability of responding to crises have greatly increased, but to the present, it has flaws and shortcomings in crisis management, to strengthen the research in this area is very important.This paper first analysis some basic theory of the crisis and crisis management system, then analysis the crisis management system of foreign. Next the article analysis the achievement and problems in the crisis management system of China. Combine the foreign experience with the problems existed in our country , the article put forward suggestions to construction the crisis management system. This crisis management system is composed of seven basic parts: the crisis early- warning mechanism, the decision-making and command system, the accountability and oversight mechanisms, the mobilization of crisis management and three guarantee mechanism: Information guarantee, law guarantee and supplies guarantee mechanism. Then the article made thoroughly analysis to these seven parts and put forward suggestions.
