Chinese Communist Party To Improve Governing Efficiency

Improving the party's ruling efficiency is that if the ruling party's governance would be able to obtain the highest income at the lowest cost of governing , the party's ruling effectively promotes economic development and social progress can make state power upgrade along the same direction of economic development.Currently,we are in an era of party politics with the development of economic globalization and information -based society in worldwide,Most western countries political parties start to use advanced management ideas and technical means to promote political parties and aid the government to improve efficiency at the institutional restructuring on the way . The efficiency of ruling issues have become important competitive areas in modern political parties . In view of this,this paper is based on the party building in the actual situation , Combined with world political party building efficiency's main experiences,It analyses the Chinese Communist Party's basic problems about improving ruling efficiency.This paper includes four parts which include introduction,three chapters and closing remarks.The introduction mainly introduces the research status,research content,research ways and innovations in this paper.The first part raises that it is imperative to improve the ruling efficiency. It introduces the necessity of improving the ruling efficiency through the following three aspects: On history origin ,improving the ruling efficiency reflects the new perspective of our party from the lessons of history;On social reality, improving the ruling efficiency reflects the new requirements of the changes according to situation;On prospect, improving the ruling efficiency declares the new theory of political party's ruling.The second part analyses the ruling efficiency systematically .Firstly,it shows the reality about the ruling efficiency.Secondly it analyses reasons in-depth from different aspects.The third part states the main principles and concrete approaches of improving the ruling efficiency. The principles starts from the specific operation of administrative behavior ,it explains main principles from direction ,stand, means, methods and the environment of ruling.Then recommends the specific ways to solve the problems of improving the party's ruling efficiency .The approaches demonstrates that improving the party's ruling efficiency should rationalize ruling system and establish simple clear responsibility system of governance as a prerequisite ; It puts the emphasis on the strict procedures to govern and transparent orderly operation of administrative behavior ;It strengthens the building of the contingent and builds a clean, strong implementation of the contingent of cadres as a key link;It adheres to the quality of priority, and it puts the ruling means of scientific and information into effect as an important measure;It also establishes sound evaluation and monitoring mechanisms during the intensified process of governing as a fundamental guarantee .
