State Governance Changes In Social Management System Perspective Innovative Research

Chinese society is changing from the traditional to a modern state, while the governance is in the transformation. The observation and ponder to the China management of social should also be placed on the great background of the times China's social in transition period is experiencing the benefits of the new pattern of adjustment, with increasingly prominent social problems. Therefore, in the transformation of governance, it is the urgent requirement of a harmonious society to harmonize the various interests of the community relations, integrate social resource, strengthen the social management, and innovate the social management systems. Which is the innovation breakthrough in the management structure of the community? The author thought that the reform of public institution is a very important breakthrough spot. Under this mentality, the paper plans to take the theory related to public administration to the analysis the influence of the governance environment transformation to the social management, promote social management system innovation through the reform of public institution , and expected that carries on the ponder to China social management system's reconstruction way.The article consists of three parts. The first chapter analyzes the impact of the governance transformation to social management system innovation and public institution reform. From the transformation of government functions, the construction of harmonious society, the adaptation of social development reforms as well as the development of socialist democratic politics, the necessity and urgency of social management system innovation in the governance transformation. The article also analyzes new orientation of public institution's function in the governance transformation. And further discusses the intrinsic relations between the social management system innovation and the reform of public institution. Chapter II discuss the hindering of the existing public institution system to social management innovation and the various manifestations of lagging behind. As the main carrier of social management, the biggest systematic defects of public institutions is the public affairs are not separated from politics. It has the enormous negative effect to the national social management. At the same time, it causes public institution operational mechanism can't adapt to the social management request in the governance transformation, resulting in backwardness of our country social management. On the basis of the first two parts' analysis, chapter III discusses the work of reform public institution from four aspects to promote the social management system innovation, including improves macro-management of the public institution, foster more main body of social management, perfect the public institution's operating mechanism, as well as strengthens supporting systems construction of the public institutions.
