| Public legal service is an important part of the government public service system.And legal aid is a significant form of public legal services.The legal aid system which is an important part of the social governance system has been undertaking the mission of resolving contradictions and maintaining social stability since its establishment.After more than 20 years of development,China's legal business has achieved some results,but with the rapid changes of the economy and society,social conflicts and disputes have presented more new features and problems.In order to promote the construction of the law-based society and make more people obtain equal and inclusive legal services,the government has issued a number of livelihood policies that expand the scope of legal aid and reduce the threshold of legal aid in recent years.The expansion of citizens' demand for legal services and the implementation of various legal aid reform pilot work have doubled the amount of legal aid services.However,the existing resources of legal aid can not fully meet the social needs,and a single supply system can not adapt to the development of economic society.The report of the 19 th National Congress of the Communist Party of China pointed out that it is necessary to build a social governance pattern featuring joint contribution,shared governance and shared benefits.The innovation of social governance requires the government to strengthen the supply of public services and strive to achieve the equalization of public services by constructing a multi-agent collaborative governance.Therefore,in today's era when the supply of legal aid services can not meet the rapid growth of social demand,it is urgent to how to study legal aid undertakings,optimize the service system and build a multi-center collaborative governance pattern under the new perspective of social governance and combine new features.This paper takes Z city as the research object,analyzes the current single and administrative operation mode of it's legal aid service and the serious contradiction between supply and demand and uneven service quality that Z city is facing,on the basis of the empirical investigation of Z city's legal aid service and operation management.At the same time,based on the theory of multi center governance,this paper discusses the innovation of the legal aid service supply model,the construction of the multi-center participation work pattern,and proposes countermeasures to improve the legal aid cause of Z city: to build a multi center collaborative governance legal aid service system,and under this system,to continuously strengthen the guarantee of legal aid services,improve the working mechanism of legal aid,and improve the quality supervision of legal aid. |
