The public institutions are state-owned and supported-by-finance, non-profitable and non-productive organizations which engage in education, science and technology, culture, hygiene and sports. Because of many factors, there are some weaknesses in public institution management system which took shape from traditional planned economic system such as political and non-economic status and functions, administration of institution and management, non-social distribution of resource and supported-by-finance funds. Since 1978,along with economic and politic structural reform, the public institutions reformed accordingly and achieved much in transition of functions, financial institution, personnel system and distribution system and so on. But, accounting for the scarce of clear target mode, through design and cooperative measures, there are still many problems. These years, other structural reforms especially the administrative system reform furthered constantly. These reforms have created better atmosphere, at the same time they make the problem of public institutions become more urgent and sticking-out. Nowadays, in order to push the reform ahead, we should separate the functions between government and institutions; develop society-oriented, market-oriented and industry-oriented institutional units; establish modern institutional management system. In details, firstly, separate the functions, institutions and management methods between government and institutions; Secondly we should allow society or private invest in and enjoy the services of public institutions, run and manage them with market mechanisms and develop them like a industry. Finally, we should establish modern institutional management systemsę¢„cientific classification system, clear property right system, perfect personnel system and reasonable distribution system. The reform of public is a systematic project and a slight move in one part may affect the situation as a whole, so much attention should be paid to the systematic and appropriative measures in the course of the reform.
