Citizen Participation In Public Policy Making Research

To make sure to realize justness, democracy and execution of public policy, the Chinese government needs citizens to participate in public policy establishment. As a footstone of public policy, citizen participation ensures democratization, legalization of public policy-making availably. As political system has been reforming gradually in China, political process is making progress in the field of its democratization and legalization. On the other hand, consciousness of citizens in the field of self-independence, political participation, legalization and political democratization is demanded increasingly. The Chinese citizens are neither to accept arrangements of government passively and negatively nor just to satisfy with exercising decision power through the agency of their representatives in the past. Instead, they are willing to participate in policy progress and public administration with their more and more passion. They call for the system of transparent government affairs to insure the awareness-rights of public affairs in order to supervise the public decision of the government availably, to exercise the democracy power of national master directly. Under this circumstance, the government should pay attention to promote citizen participation in the public policy establishment featuring democratization or should be the government of the people, by the people and for the people.The author chose the subject for several factors as follows: 1. studies of citizen participation overseas take extremes and rarely operable. Meanwhile, studies concerned in China are lagging behind; to study the subject brings us not only challenges but theoretical values.2. Since China has been an opening-up to the outside world for 30 years, citizen participation has made a great progress. The Chinese government has not only established and improved opinion poll, citizens' hearing, community residents' autonomy but also strengthened the capability of citizen participation thanks to the development of community. To sum up the experience of these situations timely, it is of great practical significance for citizens' order participation in the public policy establishment. The full paper consists of four parts. The first part is an introduction, including the significance of the selected topic, course of domestic and foreign citizen participation in public policy establishment research, value analyses in citizen participation in public policy establishment, etc. The second part is theoretical analyses in citizen participation. The third part is consisted of difficult positions and reason analyses in citizen participation in public policy establishment; the fourth part probes into the countermeasures which are how to improve levels of citizen participation in public policy establishment.
