The New Public Management Perspective, Service-oriented Government In China To Achieve The Path Of Research

Since 1980s, western countries have started the new public management movement called reinventing government. Impacted by this reform wave, China also begins the exploration of innovation in government's administration. Based on the summarization to public managerial experience of western countries, many scholars made a series of theoretical and practical discussion and achieved fruitful results, but this discussion is endless. Taking this into consideration, the author carried on an exhaustive analysis and research on the new public management and its practice in the western developed country, so as to provide useful reference to the constructing of service-government of our country.The paper first outlined the service-government's definition made by domestic famous scholars, divided some related concepts and identified the connotation and dominant character of service-government, secondly, the paper induced the main idea of new public management, analyzed the practices of new public management in England, US, New Zealand, Australia, and so on, and summarized the important reference value these countries' successful experience has to the government's administration of our country, so as to provide theory reference for the constructing of service-government of our country. Then we introduces the idea of new public management to canvass our country's government administration, find out the problems that exist in the shaping of service-government in our country, and made a thorough analysis to the reason of this problems. On basis of these and according to the request of new public management idea, a series of policy proposal were put forward, including redefining the role of government and transforming the function of government essentially, transforming civil servants' idea and strengthening serves consciousness for the people, improving the system of performance evaluation and the restraint mechanism of government behavior, introducing the market mechanism and improving the level of public service, improving the respond mechanism of government and developing the channels of citizen participate and so on. All those are useful exploration from theory to practice for improving the level of government's administration and boost the construction of service-government.
