Administration Ethic Shaping The Relationship Between Research And Administrative Personality

As the spread of corruption happened in Administrative officials and its great harm to public life,political scientists take law as the weapon to curb corruption,at the same time,they also take actively action to improve administrative officials' inherent moral qualities,in the process of institutionalization of Administrative ethics,the first thing to be properly handled is the relationship between relationship between the practical ethic and the irrational ethic,then find away and to go out of the dilemma of civil servants' choice on conduct.Contemporary China contains the followed three phenomenon,the difficult restructure of economy of socialism market,the multiple interests converge and take collision,and various conflicts highlight.Governments and the broad masses pay great attention to the loss of administrative ethics and the administrative personality.For this reason,many experts and scholars also joined in the research of China's administrative ethics.In my view, moral,ethical and law as a country's superstructure,they all reflect the ideology of the ruling class,and are designed to regulate people's behavior,which provides a theoretical base to the institutionalization of administrative ethics.And we also have the conditions to do it.In the course of administration,to build some administrative character which contains a sense of service and democracy,law and justice, integrity and innovation,which are important to build integrity, efficient and coordinated government.At the same time,the shape of administrative character and the building of the administrative ethics' instituti(?)alization promote each other,which made officials ultimately known that,all they struggle,is to realize the interests of the broad masses. The main study includes five-level framework:First,on the basis of setting out the relation among the moral,ethical and legal, demonstrated the basis that how ethical can be institutionalized.the Second,is to introduce the institutionalization of ethics in some foreign countries;Third,is to demonstrate the necessity and possibility of institutionalization of ethics in China;The fourth is the study Concerned the principle and channel of institutionalion of ethical.The fiveth studies on problems about current administrative character and the impact of the institutionalization of ethical to it.The sixth concerns the way to shape civil servants character,and which impacts on the institutionalion of ethical.In this paper,the integrated use of the philosophy of system,the theory of application ethics and the theory of administrative,to analysis the relation between the building of administrative character and the institutionalization of administrative ethics,then provide corresponding countermeasures and suggestions,which concerns how to enhance the moral integrity of officer,how to governance the current loss of administrative ethics,and how to strengthen the Oversight to the power during administrative reform.
