In the sense of moral perspective, it is that moral heteronomy will leads to self-discipline for human beings, and the cultivation of the civil servants professional ethics also follow the same process. This process has been expressed clearly by Aristotle. He said that moral integrity as well as skills starts form a simple behavior.When we learn a new kind of skills, we will acquire this kind of skills if we do it. It is to do that to get it. We engaged in the construction and become an architecter, to play the harp and become a performer. In the same way, we will become fair men because of the implementation of fair, and become brave and control due to the implementation of brave and control.①In order to realize the combination of self-discipline and heteronomy in administrative ethics,and cultivating the valid, lawful, transparent, response-based, responsible administrative culture, we must start from the institutionalization system of administrative ethics, constructing administrative ethics system, standardizing administrative personnel ethics and the administrative organization ethics. Specific content is divided into five big modules.The first chapter discusses the background and significance, literature review, research methods and innovative points, concept definition. There into, lots of attention is be paid to define the two concepts of administrative ethics’and’the institutionalization’. These efforts lay a foundation to construct the framework system of the administrative ethics institutionalization system.The second chapter discusses the basic theories of the administrative ethics institutionalization, including two parts:One part is to analyze the feasibility necessity, action of administrative ethics institutionalization,and answering the questions of’why the administrative ethics can be institutionalized’,’why administrative ethics should be institutionalized’and ’significance of administrative ethics institutionalization’. The other one part is to discuss the limit of the administrative ethics institutionalization, the harm of over-institutionalization, several major theories in the delineation of boundaries of administrative ethics institutionalization form domestic and foreign scholars are be listed.The third chapter takes the comparative research method. It traces the history of western administrative ethics values of different periods. In this process, it absorbs the essence of western civilization, exploring the basic norms of value foundation of the administrative ethics. The fourth chapter lists the administrative ethics institutionalization processes of main developed countries, such as American, EU, South Korea and Japan. This chapter summarizes the experience of administrative ethics institutionalization in developed countries. At the same time, it making the comparison of the administrative ethics institutionalization process of China and such countries to realize the achievement and lack of China’s administrative ethics institutionalization.The fifth chapter constructs the system of China’s administrative ethics institutionalization. Drawing lessons form the views of other scholars, this article puts forward a new routine of the framework design of administrative ethics institutionalization. The routine is divided into three models——legislation, enforcement, supervision, in which the administrative ethical legislation is the core content.The conclusion part summarizes the core points of view in the full text, analyzes the insufficiencies in the research, and puts forward the direction of further exploration.
