Anti-corruption is a system engineering, it involves the political system, socialculture and the ethical moral quality of administration officials. The so-calledadministrative ethics is, the sum of ethical consciousness and ethical norm of thegovernment and its administrative personnel in the process of scientificdecision-making and other activities to achieve the public interest in the field of publicadministration. Administrative ethics is a kind of responsibility ethics, that is, in order toachieve the public interest, the administrative personnel unites their own behaviors andthe public interest, regarding responsibility as the starting point of administrative act,and emphasize the consequences of administrative act. The Administrativeresponsibility ethics is the unity of the responsibility ethics and ethical responsibility,and the unification of the objective responsibility and subjective responsibility, service,fairness, public welfare, justice is its internal spirit. The complexity of theadministrative personnel responsibility determines the possibility of administrativeresponsibility conflict. The ethical relationship reflecting in responsibility conflictincludes public morality and private morality, organizational ethic and the universalethic, the public interests and personal interests. Institutionalization of administrativeethics is an effective way to solve the conflict of administrative responsibility. Theeffective way to make administrative personnel obey ethic principles is such a processfrom “external control” to “self-consciousness”, the institutionalization is an essential step.Leading cadres property declaration system is a representative of the ethicalinstitutionalization. Compared with the American Government Moral Act, theProvisions of the Report on the Leading Cadres Personal Related Matters promulgatedby our government, declaration subject is narrower, declaration content is not rich,declaration manner is not specific enough, and independent declaration acceptinginstitution and supervision organization have not established.The structure of the thesis includes four parts:The first part, introduction. This part includes research background, researchsignificance, research status and research methods, also defines and explains theconcept of administrative ethics, administrative responsibility and other related ones.The second part, the paper expounds the connotation and the internal spirit of theadministrative responsibility ethics, divides the administrative responsibility conflicttypes, and points out the ethic relationship reflected in responsibility conflict.The third part, discusses the effectiveness of the institutionalization ofadministrative ethics to solve the conflict of administrative responsibility, anddemonstrates the possibility of ethical institutionalization, and demonstrates thepossibility of institutionalization of administrative ethics, simultaneously puts forwardtwo ideas of legislation of administrative ethics.The fourth part, introduces the establishment and development of the leadingcadres property declaration system, analyzes the reasons that hinder the systemimplementation, compares the American Government Moral Act and the Provisions ofthe Report on the Leading Cadres Personal Related Matters, and gets the correspondingenlightenment.
