Recently, the detente of the cross strait relationship makes the mainland and Taiwan authorities direct their effort toward constructing a healthy market for mutual benefits. In the early stage of the cross strait negotiation, the mainland authority has agreed to provide preferential treatments for people from Taiwan in China. Taiwan authority, however, fails to produce a friendly response to their generous offer. The main reason is due to the lack of a nationwide consensus toward Chinese authority.This paper discusses why Taiwan authority has a hardship in accepting another mainland's generous offer. This paper concludes that the reason of the refusal to Taiwanese's refusal is due to their complex feeling toward mainland authority. The paper discusses Taiwanese feeling in the aspect of their diversified culture background, ideology of seeking independence, and financial needs. An empirical survey is further employed to support the conclusion.
