In the history of human being, always repeated in human society is the essential truth of "Natural selection and survival of the fittest". In order to cope with the challenges and seek the opportunities for development, a lot of countries have shaped the tides of the reform, from Asia to Africa, from North America to Western Europe, and the reform rises one after another, in rapid succession. In the year 1978, the 3rd Plenary Session of the 11th CCCPC established the basic line of "one central task, two basic points", one of building the socialism with Chinese characteristics. Since then, China sets foot on the journey of reform and opening-up too, takes the step of going through transition from planned economic system of centralization to the socialist market economy system. In this course, accompanied by the fast development of economy, the corruption begins to increase gradually, and has shown a tendency to further spread, resulting in enormous economic losses, serious social injustice, severe political challenge and social instability, and huge threat to the long-term development of China. Thus, the corruption problem of China has evoked not only strong reactions domestically, but also extensive concerns of the international community. And the discussion of reasons of the corruption spreading during China's transition period becomes the focal point of academic research. In fact, the corruption is ubiquitous, be it in ancient times or modern times, in developing countries or developed countries, whatever is the complexion concerned, however big is the country. In-depth and painstaking research can be performed on the corrupt problem from different aspects, economic, political, or cultural. However, in this short MPA graduation thesis, it is impossible for the author to develop a rigorous theoretical system and important academic value to the corruption topic. In that case, the present research in this paper is just limited to a particular angle, namely the corruption problem in the reform course of state-owned enterprises.In the introduction, the author introduces the research background of the subject, summarizes the study overview both domestically and abroad, defines the relevant concept of corruption, and explains the structure of the paper. In Chapter One, the author introduces the reform to the state-owned enterprise comprehensively, including the background of the reform, the purpose and means of reform, the necessity to innovate the property right during the reform process, and the main methods how overseas enterprises execute the reform. In Chapter Two, the author describes the corruption problem in the reform of state-owned enterprises, announces the universality of the corruption problem in the reforming process, enumerates cases of the new corruption method, MBO, during the reform, and explains the significance of studying the corruption problem in the reform of state-owned enterprises. In the third chapter of the paper is the study on the causes of the corruption problem in the reform of state-owned enterprises, including the standardization of criteria, the authorization, and the legitimacy, rationality, binding character and appropriateness. In Chapter Four, there is some thinking about the reform of state-owned enterprises, and some discussion about how to use the MBO, the anti-corruption countermeasure, during the process of the reform of state-owned enterprises.
