Development Zone Administrative Evolution Of The System And Innovation

China has approved many different types and different levels development zones since it implemented it reform and open policy. These development zones, especially economic and technical development zones and Hi-Tech development zones at national level, have played a role model in improving technology, attracting foreign investment, enhancing economic structure and restructuring industry.It is demonstrated that the development zones have become the new and crucial growth point of our national economy, the main force of foreign trade export as well as the hot land of foreign companies with their high speed economic growth, excellent technology progress, fruitful economic results and distinctive administrative system. However, nowadays, when the development zones have undergone from the economy-oriented industry to the comprehensive urbanization development, these or those problems are occurred. The increasing of tremendous social issues makes the previous administrative system of development zones unable to meet the actual requirements of rapid development. Under the background of new situation, how the administrative systems of development zones can not only remain the previous advantages but also meet the new challenges under the new situation is that this paper may discuss.Wuxi New District is taken as the main object to be researched; this paper will make a deep analysis from the original establishment of administrative system of Wuxi New District to its current development, connecting the experience from Shanghai Pudong, Tianjin Binhai, SUzhou New District, Guangzhou Industrial Park. The paper will research the innovative development model of administrative system of Wuxi New District from the perspective of evolvement trend of administrative system of development zones and point out the viewpoints.The paper thinks that the transformation from the simple development zones' administration to the comprehensive regional administration is absolutely indispensable. A new type regional administration should be established with the characteristic of development zones. The paper uses several examples to analyze the feasibility of the transform from the development zones' administration to the comprehensive regional administration and try to find a most suitable way to the administrative system of Wuxi New District.
