Previously, most of theories of Performance Examination and Critique (PEC)are points to employees. However, Performance Examination and Critique of administers is greatly different with employees, how to process Performance Examination and Critique effectively had become a practice question to researchers and practitioners. In Beijing Data Company, phenomena of brain drain is very serious, especially some administers with strong ability. .So, how to inspirit administers activity is an urgently problem to be solved to an enterprise in its development.This thesis analyzes inside and outside environment and the Performance Examination and Critique mechanism which carrying out in Data Company, and get a result that ignore the performance of administers, ambiguous performance target, irrational performance circle in human resource Performance Examination and Critique is main reason caused middle and higher administers brain drain. The thesis utilizes principles of domestic and . foreign PEC theory, target management theory, combines principle of feasibility with practicability, qualitative with quantitative, fuzzy with accuracy ,built a PEC system with level analytic approach, related matrix law ,ensure PEC ration of administers, bring forward administers PEC estimate standard, discuss concrete measures of Beijing data companyadministers PEC system. The system includes three respects: preparation before foundation, concrete way in foundation and feedback after foundation. In the implement period of this system, the thesis supplies relatively sounded \concrete\and feasible chart for every levels and every departments administers. For ensure validity of Performance Examination and Critique, appraisement of Performance Examination and Critique and implement advice are put into forward, and the result feedback of Performance Examination and Critique is an emphases, so it ensure impersonality and rationality of Performance Examination and Critique maximum.The aim of Performance Examination and Critique is manoeuvre activity ofadministers, and promote company performance, only those companies whichwith high performance in an invincible place in cruelty competition. The thesisprovides practical value for company improving Performance Examinationand Critique of administers and advances core competition power.
