Study Of The Role Of Government In The Villagers' Autonomy

Since the 1980s, 20th-century,china prevalencely exercise a policy in rural district known clearly with "democratic election, democratic supervision, democratic management, democracy decision" . It was the important system revolution in village management. Villager's autonomy has prevailed in Chinese rural district for more than 20 years and has obtained sound progress. About 680,000 villages build Villager's committee at present. At the same time, we commonly confront with some issues in the developing of villager's autonomy just as elementary government's hesitation in villager's management for elementary government knows that villagers can manage something's themselves or the problem that elementary government still set villager's committee down as own junior and adopt simply and rough mode to supervise country. These method of work in villager autonomy bring about undesirable impact in the healthy development of villager autonomy .This article indicate 3 kinds of relations between grass roots government and village, and elementary government can play 5 roles in the progress of villager autonomy . This article retrospect the development of country governing method in our rural district by analyzing the open question of villager autonomy. This article also interprete the concrete practice of 7th election of villager's committee in J county.According to such a clue, this article could divided into four parts.
