Inner-party Supervision, Research, And Non-party Supervision

This paper discusses the relations between inner-party supervision and oversight of non-party since the CPC came to power in 1949.The new era of reform and improve the supervision over public power problem,is of great practical significance,in a way related to the party and the country's future and destiny,related to the development of socialist political civilization.From the establishment of the Communist Party of China since the beginning of the actual contact inside and outside the party to launch a variety of force on the public authority to supervise the operation of the arduous explorations,one of the existing successful experiences,but also there is a lesson of failure.Article in the inheritance and the absorption of many experts and scholars on the reform and improvement of inner-party supervision and oversight on non-party basis,to use the Marxist stand, viewpoint and method,combined with inner-party supervision and interaction outside the supervision of convergence problems,propose a positive interaction between the two do a good job in some of the measures.Article body is divided into three major parts:The first part,using the principle of political science,discusses the general theory of supervision and to define the concept,including the supervision of the meaning and essence of the requirements of inner-party supervision of the meaning and characteristics of non-party supervision,as well as the meaning and characteristics of inner-party supervision and non-party supervision the inner contact.The second part,recalled the party's handling of inner-party supervision and non-party to explore the relationship between the course of supervision,by recalling the history of interaction between the two to identify the problems,and questions the reasons for the existence of a necessary analysis.The third part,in the above two parts,based on the outside for inner-party supervision and monitoring the interaction between the problems existing in the main from the strengthening of supervision, monitoring object,and supervision ways of building the party proposed the establishment of three non-party monitoring and supervision of positive interaction between a number of response mechanisms.This is the main body of the paper.
