The Research On The Accountability System Of Chinese Government Officials

As the product of the western democratic politics,the administrative accountability system is the expressive of the responsible government theory and the principal-agent theory.Western officials administrative accountability system include: legal accountability,political accountability,moral accountability,while different countries have different research angle and emphasis point.Its relatively mature system construction and accountability procedures for the construction of China's administrative accountability system has a lot of inspiration.In recent years,caused widespread public discussion of malignant official misconduct incidents,China also timely up administrative accountability storm,officials have collapsed,local governments have introduced with the local characteristics of the official accountability ordinance.The object of administrative accountability is not as administrative and administrative chaos as the government agencies and officials,the officials of dereliction of duty with a wide range and broad characteristics,prone to strong,bad influence,the problem of official accountability regulation has become a hot issue in current social concern.Based on the background of China's basic national conditions,to Marx everything from practical and realistic thought and Deng Xiaoping theory as the foundation,using the literature inductive method for government officials,administrative accountability system in China are studied and discussed all kinds of problems and contradiction in the basic connotation of the accountability system of government officials and construction,to the deep-seated reasons find out the problems,find out the improvement measures and countermeasures.The main text is divided into four parts: the first part briefly describes the research background,research status at home and abroad.In the second part,the author briefly reviews the related concepts,theoretical basis,domestic and international experience and the necessity and urgency of constructing the administrative accountability system.The third part of the paper describes the operation mechanism of the accountability system and the existing problems.The fourth part of this paper discusses how to improve our government accountability system,and put forward to strengthen the responsibility of government officials and legal awareness,cultivating citizen participation consciousness and power consciousness,strengthening the system construction and improvement measures and ways.
