In the 1980s, western public management new movement surged with a wave of reformation of governmental human resources all over the world, and with this stimulation many western countries carried out the government employee system and it worked successfully. Moreover, with development of reformation of economic system and governmental structure, a cadre human resource distinguishes from the innovation of government. Although the public official system has grown gradually since 1980s, it still had some problems which can not be solved made each local government have to find something to deal with them. In 2002, Jilin province firstly promoted the government employee system, which found a way to innovate the cadre human resource system. This thesis will focus on starting from"catfish effect", then comparing government employee system with public official system, studying problems of the government employee system, and finally managing to perfect the government employee system.In the introduction, this thesis will tell literature review and significance of this topic, and studying situation, thoughts, methods and structure.Part one will refer to theory of commission and governmental functions of new public management, theory of system transformation and innovation of institutional theory, and theory of contingency management organization theory and incentive organization theory. Based on these theories, analyze the elements supporting for the government employee system.In second part, it will analyze"catfish effect"which is anticipation of the government employee system. This system in practice will try to activate public official and improve governmental officials'management, efficiency and administration. In addition, comparing the government employee system with public official system, find out the reasons why the government employee system produces"catfish effect".The third part, based on the practice of government employ system in our country, from whose failure of function, digs out the deep-rooted problems in respect of inner operation mechanism and outside operation conditions. The fourth part discusses the guarantee of realizing the "catfish effect" of our government employ system, meanwhile redesigns its proper conditions, expected effects and functions.The fifth part, based on the analysis of the problems and the XX design, puts forward suggestions to achieve the "catfish effect" of the government employ system in our country, including the clear division of responsibilities and rights, the guarantee of operation together with the continuous construction of the system itself. This part will research into the goals of perfecting our government employ system and the gradual changing processes.In the conclusion, this paper shows an optimistic view of the future development of our government employ system, believing that it should be affirmed and developed as an advantageous complement of our civil servant mechanism.
