Since reform and opening-up, China has experienced significant changes both in its judgment of international situations and China's own international positioning. With the change of its diplomatic thoughts, China shifts the emphasis of its foreign strategies from "contention" to "cooperation". Since the beginning of the 21st century, under the guidance of the strategic thought - constructing a harmonious world with lasting peace and shared prosperity, international cooperation has come to be Chinese government's important proposition in dealing with international affairs, especially global issues. "International cooperation" is a vital diplomatic philosophy adopted by Chinese government under the background of globalization, based on the nation's benefit and with the aim of building a harmonious world, and it complies with the tune of the times, global status quo and development trend. With the development of the times, this philosophy evolves and matures, keeps influencing China's international behavior, and plays an important role in guiding the country to integrate into the international society and build an all-round multilateral diplomatic network.In confronting many increasingly important global issues, Chinese government adheres to the multi-lateral cooperation principle of "equality and coordination" by taking an active part in international cooperation and jointly coping with the problems existing in global development. In fighting 2008 world financial crisis, Chinese government responded calmly and efficiently to the impacts of the crisis based on the nation's practical situation. Meanwhile, the government actively participated in international cooperation with a global insight, called for all countries to join hands to grapple with the crisis and made an outstanding contribution to the battle against the current financial crisis. Chinese government's proactive participation in international cooperation to cope with the current financial crisis helps establish China's image of a responsible and constructive big power, boost China's status and right to speak on international arena, and wins applause from the world, especially developing countries, thus creating a new situation for Chinese diplomacy.This paper comprises four chapters: the first chapter sets forth the starting point of China in proposing international cooperation, reviews the impact of "international cooperation" notion on Chinese international behavior, and analyzes the influence of this concept on China's international behavior, especially when it confronts global issues; the second chapter takes 2008 global financial crisis as an example. It summarizes the lesson that the world failed to find the right ways to grapple with the current financial crisis due to lack of cooperation, and further proves the correctness of China's proposition of "coping with global issues through international cooperation"; in the third chapter, the author continues to take 2008 global financial crisis as an example, and emphasizes the analysis on the effect of China's participation in international cooperation to address the current global financial tsunami; the fourth chapter analyzes the realistic and strategic significances of China's initiatives in international cooperation and demonstrates the effectiveness of international cooperation in solving global crisis. At the end of this article, the author attempts to predict Chinese participation in this international cooperation to confront the ongoing financial crisis.
