Study On Sino-Japan People-to-people Diplomacy Since The Abe Administration

Relations between China and Japan have been in an "abnormal state" since the start of the Sino-Japan war,which ended in 1972.In the process of ending the normalization of relations between the two countries,the non-governmental diplomacy of China and Japan played an important role,and the phenomenon of "promoting officials by civil " appeared.Official relations between China and Japan fall into the lowest point in recent years,but civil diplomacy has not been stalled by the deterioration of official relations.Based on the history of Chinese and Japanese folk diplomacy to get an analysis about this distinctive diplomacy,we are more likely to fully understand its connotation and other aspects.This paper first systematically discuss the folk diplomacy in different academic point of view,on the basis of identifying research to find the properties of folk diplomacy,attributes People-to-People Diplomacy to diplomatic field in the broad sense,and it is concluded this basic concept that folk diplomacy is "informal diplomacy".Secondly,under the guidance of this concept,we have studied the history of Chinese and Japanese civil diplomacy,refined the traditional Chinese diplomatic thinking carried by the folk diplomacy and the enlightenment to the contemporary Chinese folk diplomacy.Thirdly,based on the analysis of folk diplomacy history,investigating some specific events at Abe's government and by comparing with the traditional folk diplomacy,to get the new characteristics of Sino-Japan People-to-People Diplomacy in the new period.Finally,through the status of Sino-Japan People-to-People Diplomacy in the new period and previous Sino-Japan People-to-People Diplomacy,analyzes the restriction factors of Sino-Japan People-to-People Diplomacy,and put forward some corresponding countermeasure from the perspective of mechanism,system,behavior,action and so on.Specific chapter arrangement: The first chapter,the theoretical analysis of civil diplomacy,the core of the essence is to explain the civil diplomacy in theory.The second chapter,the course of Sino-Japan People-to-People Diplomacy and the reflection.Through combing the typical historical events,refining the diplomatic thought essence of the Sino-Japanese People-to-People Diplomacy by precipitation in the process of development,and objectively evaluates its value.The third chapter,thedevelopment and new features of Sino-Japan People-to-People Diplomacy during the period of Abe,through the narrative folk diplomacy between China and Japan,summed up the difference between Sino-Japan People-to-People Diplomacy and the traditional folk diplomacy.The fourth chapter is about the factors that influence the development of private diplomacy between China and Japan.The fifth chapter is the countermeasure to promote the further development of Chinese and Japanese civil diplomacy.The idea of this chapter is to provide theoretical reference for the healthy development of the private diplomacy between China and Japan.
