The leading cadres are the main body for our party to come into power. Selecting and appointing leading cadres are related to the everlasting govern and safety of our party and state straightway. Reviewing is the most import step of selecting and appointing leading cadres.The result of reviewing work is directly related to selecting and appointing leading cadres properly and also has the infection of following out the course of leading cadres correctly. There is no doubt that the oversight during the process of selecting and appointing leading cadres is really a serious problem.The basic condition and effects of the reviewing working shows that oversight may bring about grievous result and thus produces the theoretical value and practical meaning of researching the problems on it.This article consists of four parts totally.Part One:Introduction. This part mainly contains these following problems:the research meaning of this thesis, research methods and its creative view which serves to have a thorough understanding on the problem of oversight.Part Two:Clearing the relative concepts, behavior and crisis of the oversight during the process of selecting and appointing our leading cadres.Firstly, Point out the reasons that using and appointing the leading cadres who have problems in themselves, misusing their shorts and selecting the leading carders inflowing the rules.According to these reasons and basing on analyzing the appearances of oversight with the reality condition, talk about the crisis that occurred.Discuss this problem from these aspects:the serious infection on our social economic and cultural development, the increasing corruptions in our party life, the infection on the whole leading team's fighting ability. This part aims at deeply understanding the title, its meaning and concepts, at the same time, gives the transition for the reasons of the oversight problem.Part Three:from the main body system,criteria system, method system and the applied system of reviewing and criticizing these six systems, analyze the reasons of the oversight problem theoretically. Form the simplification of the reviewing body that is caused by the unreasonable formation and the limitation of the reviewing body itself lead to receiving the wrong information these two aspects analyze the reasons of oversight during the process of selecting and appointing our leading carders.From the difficulty of quantifying the real working results and the actions of the reviewed person,which have the indistinctive features, these two views analyze the reasons of oversight.From the incomprehensive and abstraction of the reviewing criteria these two views to analyze the reasons of oversight on the reviewing system. From the formal reviewing process and operating the rules seriously, get the irregular reviewing system is another reason for oversight. From the narrow reviewing range, closed reviewing ways and the over-period reviewing methods, analyze the oversight problem.At last, from the reviewing mechanism this point of view to analyze the problem and point out the basic reasons are the scientific designing of the reviewing system, the operation of responsible system and enhancing the supervise force.Part Four:The strategies on resolving the oversight problem. According to the reasons that we talked in Part Three, bring forward the main strategies about depending on enlarging the reviewing body, clearing the criteria scientifically, regulating the process, creating the methods, improving the mechanism. This article put forward the ways of following the guideline of people-oriented, improving the idiosyncrasy of the whole reviewing body and establishing the market-oriented reviewing institutions in order to deal with and cure the oversight problem.Furthermore, According to the view of scientific development and the right view for rewarding, establish a clear and concrete reviewing system to deal with the problem. Following the preparing step, implementing step and information processing severely is the safeguard for the oversight problem. Point out that we should resolve the oversight problem from improving traditional methods and exploring new ways. At the end, bring forward the main steps for resolving the reviewing mechanism, namely, establishing the mechanisms of feedback and appealing, consummating the responsibility mechanism and enhancing the inspective force.
